External pull requests automatically closed if not opened as drafts
Outside contributors are now required to open pull requests as drafts. Any standard pull request from a non-member is automatically closed until automated reviews and continuous integration checks pass.
Open-source contributors must now submit pull requests as drafts and resolve automated code reviews before requesting human review. Any standard pull request opened by a non-member is immediately closed by an automated workflow, accompanied by instructions to reopen it in draft mode.
This ensures automated code reviews and continuous integration checks pass before maintainers evaluate the code, saving review time and setting clear expectations for external developers. Guidelines for evaluating high-risk infrastructure changes are also established in the updated repository documentation.
