Private networking access restricted to eligible subscription plans

Access to private networking features is now strictly tied to an organization's specific subscription limits. Previously, the system granted all organizations access to these settings on the dashboard, regardless of their actual plan.

By evaluating the correct subscription limits in the web app's organization settings, this aligns feature gating with billing tiers. Organizations without private link capabilities in their contract will no longer see or access these premium configurations.
